Mexican Elections Progress: Record Number of Overseas Voters Participate

The Instituto Nacional Electoral (INE) is actively facilitating the right to vote for Mexican citizens residing abroad in the 2023-2024 electoral process.

A total of 258,461 individuals are registered to cast their votes from outside of Mexico. This number includes 223,961 people who successfully registered on the Foreign Voters List ( Lista Nominal del Electorado en el Extranjero). Among these registrations, 151,989 opted for electronic voting via the internet, 56,249 chose postal voting, and 15,723 are registered for in-person voting. Additionally, up to 1,500 individuals per location will be able to vote in person without prior registration at each of the 23 consular locations where Voting Reception Modules will be set up on June 2nd.

Currently, the voting period is open for both internet and postal voting methods for overseas voters.

Regarding internet voting, as of May 25th, a total of 58,374 votes have been cast through the Internet Electronic Voting System (SIVEI). This represents 38.41% of those registered for this method. Eligible voters who registered for internet voting can continue to cast their ballots until June 2nd, 6:00 PM Central Time of Mexico.

Concerning postal voting, as of May 24th, the INE has successfully sent 100% of the Postal Electoral Packets to registered citizens. Furthermore, the electoral body has already received 35,317 Postal-Vote Envelopes (Sobres-Postales-Voto) which accounts for 62.78% of the total expected. These envelopes contain ballots that will be counted on June 2nd. Until election day, these secured envelopes are being safeguarded by the National Guard in a designated INE warehouse. On election day, they will be transported to the Central Location for the scrutiny and tallying process.

It is important to note that postal votes received no later than June 1st at 8:00 AM Central Time of Mexico will be considered valid. Therefore, those who have not yet sent their Postal-Vote Envelope to the address indicated by the INE are urged to do so as soon as possible. Citizens should remember that there is no cost to return the vote-by-mail envelope, as the INE has prepaid the postage.

Finally, in-person voting from abroad will take place for the first time in a Federal election on June 2nd. This option will be available at 20 Mexican consulates in the United States (Atlanta, Chicago, Dallas, Fresno, Houston, Los Angeles, New Brunswick, New York, Oklahoma City, Orlando, Phoenix, Raleigh, Sacramento, San Bernardino, San Diego, San Francisco, San Jose, Santa Ana, Seattle, and Washington D.C.), one in Canada (Montreal), and two in Europe (Paris and Madrid).

The voting hours at the Voting Reception Modules in these locations will be from 8:00 AM to 6:00 PM (Central Time of Mexico for locations in the Americas, and local time for Paris and Madrid). Voters registered for in-person voting are guaranteed the opportunity to vote within the specified hours. Individuals not previously registered on the Foreign Voters List (LNE-Extranjero) who wish to vote in person abroad are advised to visit their preferred Module as early as possible. Each location will have 1,500 spaces available for non-registered voters to cast their ballots.
