New Mexico Secretary of State Receives National Election Innovation Award

The New Mexico Secretary Of State’s Office received the 2018 “Clearie” Award for Outstanding Innovations in Elections from the U.S. Election Assistance Commission (EAC). This prestigious award recognizes the state’s implementation of a groundbreaking electronic ballot system designed to empower blind and visually impaired voters. This system enables them to independently cast absentee ballots, marking a significant advancement in accessible voting technology.

Innovative Voting Technology for the Blind and Visually Impaired

The core of this innovation lies in the new electronic ballot software. This system allows voters with visual impairments to independently mark their ballots electronically, print them, and then mail the physical copy to their county clerk for processing. Launched in Spring 2018 before the June primary election, the system saw immediate use and positive reception from the visually impaired community.

Four Years of Collaboration and Development

The development and implementation of this system spanned four years and involved significant collaboration. The New Mexico Secretary of State, Maggie Toulouse Oliver, worked closely with the National Federation of the Blind – New Mexico and the New Mexico Commission for the Blind. This partnership ensured the system effectively addressed the needs of visually impaired voters and fostered a more inclusive election process statewide.

National Recognition for Election Excellence

The “Clearie” Awards, now in their third year, highlight exceptional achievements in election administration across the United States. The New Mexico Secretary of State’s initiative was evaluated based on its effectiveness, innovation, sustainability, outreach, cost-effectiveness, and potential for replication in other jurisdictions. The award signifies national recognition of New Mexico’s leadership in ensuring accessible and inclusive elections. The EAC lauded the dedication of election officials nationwide, emphasizing their crucial role in upholding democratic principles.

Honoring Leaders in Election Administration

This year’s awards were dedicated to the memory of Wendy Noren, former Boone County Clerk and EAC Board of Advisors member, and R. Brian Lewis, a strong advocate for the Help America Vote Act (HAVA). Both were recognized for their significant contributions to the field of election administration.

The New Mexico Secretary of State’s office continues its commitment to improving voter access and election integrity. The electronic ballot system exemplifies this commitment, setting a new standard for inclusivity in elections. This innovation allows all eligible voters to participate fully in the democratic process, regardless of visual impairments.
